No âmbito do segundo Projecto de Desenvolvimento Institucional do Sector das Águas (PDISA II), financiado pelo Banco Mundial e pela Agência Francesa de Desenvolvimento (BM/AFD), cujo objectivo é o de reforçar a capacidade institucional e a eficiência das agências Angolanas no Sector das Águas, a fim de melhorar o acesso aos serviços de água e saneamento, enquadrado na componente Reforço Institucional do Abastecimento de Água e Desenvolvimento de Capacidades, foram celebrados contratos de Gestão, Operação e Manutenção, para os serviços de água e saneamento das províncias do Bié, Cuanza Norte, Huambo, Huíla, Malanje e Uíge, com o propósito de reforçar o quadro institucional do Sector de Água e Saneamento, bem como criar capacidades nas respectivas Entidades Gestoras, por forma a garantir a sustentabilidade das mesmas.
Deste modo e por forma a monitorar o desempenho das Empresas Públicas de Águas e Saneamento (EPAS), foram assinados Compromissos de Desempenho, entre a Direcção Nacional de Águas (DNA) do Ministério da Energia e Águas e as EPAS das províncias acima referidas, com a finalidade de garantir que os serviços de água e saneamento sejam cada vez melhores, em benefício das populações e de promover o desenvolvimento dos serviços, por forma a permitir que, até ao término do PDISA II, as EPAS alcancem a sustentabilidade.
O Compromisso de Desempenho em questão, estabelece que a DNA deverá monitorar as actividades realizadas pelas entidades gestoras dos serviços de água e saneamento, bem como avaliar o aproveitamento das mesmas, com base em relatórios mensais, visitas de constatações e realização de reuniões de balanço. É neste sentido, que uma delegação da DNA, deslocou-se às províncias do Cuanza Norte, Malanje e Uíge, entre os dias 08, 09 e 10 do corrente mês de Maio, para realização de reuniões de balanço, avaliação dos indicadores e, de um modo geral, do desempenho das respectivas EPAS.
