O Conselho de Administração do Grupo do Banco Africano de Desenvolvimento (BAD) aprovou no dia 17 de Maio do corrente ano, um fundo soberano de US$ 75 milhões à República de Angola para financiar a Fase 1 do Projecto de Saneamento Inclusivo das Cidades Costeiras. O Africa Growing Together Fund (AGTF), patrocinado pelo Banco Popular da China em US$2 biliões e administrado pelo BAD, também aprovou um co-financiamento de US$ 49.4 milhões para este projecto, que no total corresponde a um investimento global de US$ 124,4 milhões.
O financiamento conjunto do BAD e da AGTF apoiará o Governo de Angola na melhoraria do acesso aos serviços de saneamento sustentáveis e resilientes à mudança climática, nas cidades costeiras de Benguela, Baía Farta, Catumbela e Lobito, servindo uma população de 1,4 milhões de pessoas. Melhorar o saneamento é uma prioridade fundamental na política de água do BAD e da sua estratégia de água 2021-2025. O projecto está alinhado com as políticas e estratégias do BAD nas matérias do género, alterações climáticas, desenvolvimento urbano, competências e emprego.
O acesso aos serviços de saneamento é crucial para atender às necessidades de saúde da população em crescimento em Angola, fomentando a estruturação urbanística e o desenvolvimento socioeconómico. A concepção do projecto integrou a abordagem de saneamento inclusivo, com a participação das comunidades nas cidades acima referenciadas, permitindo identificar os investimentos necessários no sector de água e saneamento.
O Projecto de Saneamento Inclusivo das Cidades Costeiras, que será implementado pela Direcção Nacional de Águas do Ministério da Energia e Águas, integra um esforço do Governo de Angola para melhorar os serviços de água e saneamento no país, estando alinhado com as Estratégias do Sector, a contribuição determinada de Angola e a Visão 2050, que promove infra-estruturas e serviços de água e saneamento sustentáveis e resilientes às mudanças climáticas. A área de intervenção do projecto é um importante centro económico e logístico de Angola e espera-se que o mesmo melhore as condições de saúde e a situação socioeconómica da população, visando igualmente apoiar a construção de infra-estruturas de saneamento para garantir a recolha, transporte, tratamento eficaz das águas residuais e das lamas fecais, assim como melhorias ao nível domiciliar. Escolas e unidades de saúde na área de intervenção, receberão apoio para adquirir instalações sanitárias melhoradas. Desta forma sairá fortalecida a resiliência das comunidades e a capacidade dos prestadores de serviços públicos e privados. Faz parte integrante do projecto um importante programa de estágios para jovens profissionais e a capacitação de técnicos de forma a assegurar futuros líderes no sector de água e saneamento.
