As Organizações Regionais (OR) subsidiárias da SADC, incluindo o Centro de Energias Renováveis e Eficiência Energética da SADC (SACREEE), o Centro de Coordenação da Investigação e Desenvolvimento Agrícola na África Austral (CCARDESA) e a Parceria Global para a Água na África Austral (GWPSA), receberam algumas contribuições da União Europeia (UE) que concede fundos para a implementação do Programa Intra-ACP-Global Climate Change Alliance Plus (GCCA+). O objectivo global do projecto GCCA+ para a região da SADC é aumentar a capacidade dos Estados Membros da SADC para empreender acções de adaptação e mitigação em resposta aos efeitos das alterações climáticas. No processo, isto contribuirá para alcançar o Plano Estratégico Indicativo de Desenvolvimento Regional (RISDP), a Agenda 2063 de África e os Objectivos de Desenvolvimento Sustentável (ODS).
A iniciativa piloto do projecto da SACREEE, foi implementada em Angola, Botswana, Malawi, Namíbia e Zâmbia, onde foram instalados sistemas de Energia Renovável Distribuída (DRE) para servir as comunidades locais com energia limpa e acessível para uso produtivo.
Em Angola, com auxílio do MINEA, Governo Provincial da Huíla e Administração Municipal do Lubango, foi possível instalar 3 sistemas DRE na localidade do Toco com a capacidade de 4,5 kWp e realizar a manutenção correctiva do sistema de bombeamento de água com recurso à painéis fotovoltaicos do Hoque que, desde 2019, encontrava-se fora de funcionamento, incluindo aumento da capacidade armazenamento para 40.000 L e correções no sistema de distribuição que beneficiam mais de 3.000 habitantes.
O projecto teve um valor total equivalente à 70.000 (setenta mil) dólares americanos, cuja execução teve sobe responsabilidade da empresa Elektra após concurso público elaborado pela SACREEE. O projecto contemplou também:
• Fornecimento de um plano de operação e manutenção dos sistemas;
• Fornecimento de formação local sobre a operacionalização dos sistemas;
• Garantia de 1 (um) ano para o sistema, período no qual deverá ser ministrado treinamento aos membros da estrutura de gestão e governança comunitária e restantes seleccionados pela comunidade.
Beneficios do projecto:
• Sistema de bombeamento de água do Hoque: A População deixa de andar cerca de 4 km para obtenção de água. A População passou a ter 40 pontos operacionais de recolha de água para uso doméstico, ao contrário do passado que tinham de dividir o acesso com animais da actividade pastorícia que poluíam os pontos de recolha. Beneficiam do sistema cerca de 3.000 habitantes;
• Sistemas fotovoltaicos do Toco: A Redução da dependência ao gerador comunitário que funciona no período das 18h às 23h; A Criação de um ponto comunitário gratuito de carregamento de telefones e baterias.
A Criação de um ponto de entretenimento comunitário com a oferta de 2 sistemas constituídos por um televisor e um leitor de DVD como acção social do Empreiteiro.
