A Autoridade Reguladora de Energia Atómica (AREA), sob tutela do Ministério da Energia e Águas, realizou de 17 a 20 Julho do ano corrente, a 2ª Reunião Técnica de Conclusão do Plano Integrado de Apoio à Segurança Nuclear (INSSP).
Esta Reunião contou com a assistência técnica da Agência Internacional de Energia Atómica (AIEA) e a participação dos Órgão de Defesa, Inteligência e Segurança do Estado, representantes de diferentes Departamentos Ministeriais, Universidade Agostinho Neto, empresas do ramo extractivo, entre outras.
A cerimónia de encerramento foi presidida pelo Secretário de Estado para as Águas, Manuel Quintino, em representação do Ministro da Energia e Águas.
Durante os quatros dias de trabalho, a AREA apresentou o rascunho da visão geral para implementação do INSSP de Angola, em que destacou as realizações feitas e os desafios encontrados desde 2014, com maior ênfase para a área funcional referente a Estrutura Jurídica e Regulatória do país.
Os peritos da AIEA abordaram a importância da Estrutura Legislativa e Regulatória para a Segurança Física Nuclear, a identificação de tarefas, bem como a necessidade de se identificar os responsáveis que terão a missão de zelar pelo cumprimento dos prazos necessários para implementação do INSSP, tendo sublinhado que o arcabouço regulatório, é a chave para o sucesso da utilização da energia atómica para fins pacíficos.
Foram também discutidos temas relacionados com a Avaliação de Ameaças e Riscos, tendo sido ressaltada a necessidade de o país fazer uma avaliação nacional sobre essas ameaças, a identificação de riscos e o estabelecimento das medidas de Segurança Física Nuclear em todo território nacional.
Relativamente ao regime de protecção física, foram abordadas questões como o uso, armazenamento e transporte de materiais radioactivos e a necessidade de se estabelecer e manter actualizado o inventário nacional de materiais nucleares e radioactivos, bem como elaborar uma abordagem gradual sobre o sistema de comunicação de modo a identificar os riscos associados às instalações licenciadas pelo Órgão Regulador. Neste quesito, foi ainda ressaltada a necessidade do país instalar junto dos postos fronteiriços medidas de segurança, como portais para detecção e prevenção de possíveis acções maléficas.
Sobre a detecção de actos criminosos e outros não autorizados envolvendo Material Fora do Controlo Regulatório (MORC), ficou sublinhada a importância de o país assumir o compromisso nacional para desenvolver e implementar uma Arquitectura de Detecção de Segurança Física (NSDA) envolvendo os ministérios afins e incluindo programas de avaliação de ameaças internas e externas.
Do encontro sairam as seguintes recomendações:
- Implementar o Plano Nacional sobre Resposta a Emergência Radiológica e Nuclear;
- Elaborar os Memorandos de entendimento com todas as instituições relevantes no plano de emergência radiológica;
- Criar mecanismos para o funcionamento do Conselho Nacional de Radioprotecção e Segurança Nuclear (CNRSN);
- Tornar o Órgão Regulador independente na tomada de decisões relativas à segurança nuclear;
- Criar mecanismos para formação de decisores em matéria de Segurança Nuclear;
- Estabelecer memorandos de entendimento com países vizinhos para cooperação em matérias de Segurança Nuclear;
- Nomear os pontos focais para Base de Dados sobre Tráfico Ilícito de Materiais Radioactivos e/ou Nucleares (IDBT) e Importação/Exportação de Fontes das Categorias 1 e 2, assim como, garantir o estrito cumprimento das observações feitas no INSSP.
