A Agência Reguladora de Energia Atómica, (AREA) criada pelo Decreto Presidencial 219/14, um órgão tutelado pelo Ministério da Energia e Água, realizou nesta segunda-feira, 17 de Julho de 2023, na sede do Ministério da Energia e Águas, em Luanda, a reunião de conclusão do Plano Integrado de Apoio à Segurança Nuclear (INSSP) de Angola.
A reunião, que terá a duração de três dias, tem como objectivo finalizar o Plano Integrado de Apoio à Segurança Nuclear (INSSP) de Angola, visando a identificar e priorizar as necessidades de segurança nuclear, a serem abordadas no país, desde a Missão de Finalização do INSSP de 2014, bem como a reflexão sobre o plano de execução eficaz e eficiente, para os próximos três a quatro anos, com base nas prioridades identificadas.
O acto de abertura do evento foi presidido pelo Secretário de Estado para as Águas, Manuel Quintino, em representação do Ministro da Energia e Águas. Na ocasião, ao proferir o discurso, enfatizou que a energia atómica assume, cada vez mais, um papel preponderante e significante para o desenvolvimento dos países e para economia mundial.
Frisou a necessidade da criação de sistemas nacionais apropriados e eficazes de protecção e segurança nuclear são vitais para a promoção do uso pacífico da energia nuclear e também no esforço global de combate ao terrorismo nuclear, evitando, assim, o risco de que qualquer material nuclear ou outro radioactivo possa ser utilizado em actos não autorizados ou criminais.
Neste primeiro dia de trabalho, de uma agenda intensa, foram discutidos os temas sobre:
- Visão Geral do Programa de Segurança Física Nuclear da AIEA e Panorâmica do Mecanismo INSS, proferida pela engenheira Assel Khamzayeva, Oficial de Segurança Física Nuclear (INSSP), da Unidade de Avaliação das Necessidades, Secção de Gestão da Informação, Divisão de Segurança Física Nuclear, Departamento de Segurança Tecnologia e Segurança Física Nucleares;
- Visão Geral da implementação do INSSP de Angola desde a última missão de finalização realizada em 2014: Realizações e desafios (FA 1: Estrutura Jurídica e Regulatória incluída), tendo sido amplamente destacado as ações que têm sido desenvolvidas no contexto angolano, proferida pelo Eng. Luís Filipe, director-adjunto da AREA;
- Discussão de tarefas, identificação e designação de Organização para tarefas específicas; prazos necessários para a sua implementação, proferida pelo engenheiro Luiz Fernando de Carvalho Conti, especialista da AIEA;
- Avaliação de Ameaças e Riscos; a Visão Geral da Avaliação de Ameaças e Riscos por Angola, proferida pelo especialista da AIEA, Engenheiro Sérgio Menossi.
O evento vai decorrer de 17 a 20 de Julho de 2023.
A reunião contou com as participações das distintas partes interessadas, relevantes com funções e responsabilidades actuais ou futuras para a segurança física nuclear em Angola, tais como: entidade regulatória, polícia aduaneira e de fronteiras, polícia nacional, serviços de informações, agências de resposta, Ministério da Saúde, Ministério da Justiça e dos Direitos Humanos, Ministério da Defesa Nacional e Veteranos da Pátria, Ministério das Relações Exteriores, que tiveram uma participação exitosa, colhendo informações precisas sobre o Plano Integrado de Apoio à Segurança Nuclear.
