Decorreu na passada quinta-feira, 08 de Junho de 2023, em Swakopmund, na Namíbia, a 29ª Reunião do Conselho de Comissários da OKACOM (Comissão Permanente das Águas da Bacia Hidrográfica do Rio Okavango), cujos objectivos foram os seguintes:
•Analisar os progressos na implementação do Plano de Trabalho e Orçamento da OKACOM 2022/23;
•Analisar as novas questões pertinentes apresentadas pelo OBSC (Comité Directivo da Bacia do Okavango);
•Rever e aprovar o Plano de Trabalho e Orçamento Anual da OKACOM para 2023/24.
Importa salientar que, Angola albergará a celebração das festividades de 30 anos da OKACOM, que será realizada em Setembro de 2024, considerando que também será o país a presidir à próxima reunião ordinária.
Foram ainda debatidas questões importantes e pertinentes que exigem a consideração e a aprovação do Fórum de Ministros.
A 29ª Reunião Ordinária do Conselho de Comissários da OKACOM, abordou ainda sobre a situação do vínculo contratual do pessoal que compõem o OKASEC, uma vez que alguns estão na sua fase final. O projecto de revisão do Manual de Políticas e Procedimentos de Recursos Humanos, no qual se instruiu o OBSC em colaboração com o OKASEC, deve constituir uma equipa de trabalho dos Estados-Membros para rever e finalizar a Estrutura Organizacional.
Ficou também acertado que, o acordo da OKACOM que está em processo de revisão, seja assinado pelos Estados-Membros na altura da celebração dos 30 anos. Nesta reunião, foi ainda instada a necessidade de se actualizar a sede do Acordo de Acolhimento do OKASEC, bem como a possibilidade de se movimentar a sede para um outro Estado, instando-se a constituição da equipa jurídica do IPDTC, a trabalhar com o Governo do Botswana para actualizar e revisar o Acordo de Acolhimento.
Recorda-se que, a OKACOM é um órgão consultivo criado ao abrigo do acordo de 15 de Setembro de 1994, assinado em Windhoek, entre a República de Angola, do Botswana e da Namíbia, para consulta aos respectivos governos sobre desenvolvimento e utilização do potencial hídrico da bacia Hidrográfica do Okavango.
O papel da OKACOM, consiste em prever e reduzir os impactos não desejáveis, inaceitáveis e desnecessários, que ocorrem devido à exploração descoordenada dos recursos. Para isso, tem efectuado uma abordagem coerente de gestão da bacia do rio.
Angola esteve representada no referido encontro, pelo Director Geral do GABHIC e Co-Presidente da OKACOM Angola, Carolino Mendes, por comissários e também por dois coordenadores de grupos técnicos que compõem o Comité Directivo do OBSC Angola.
